Traffic Assessments
Traffic and transport assessments are normally required to accompany a Planning Application for a new development
such as a retail superstore or a new residential development.
These assessments need to include:
- a detailed examination of road safety and the operation of the existing highway network that will be affected
by the new development.
- an estimate of the traffic generation for the new development is required for the Traffic Assessment and this is usually
taken from the Trip Rate Information Computer System (TRICS).
- the traffic impact of the development using traffic modelling programs such as PICADY, OSCADY, ARCADY or TRANSYT
depending on whether the highway network contains give way (priority) junctions, traffic signals,
roundabouts or linked traffic signals (respectively).
Sustainable Development
An important element of the Traffic or Transport Assessment is to determine the accessibility of the proposed
development site by sustainable transport e.g. for pedestrians, cyclists and those travelling by bus or train.
Planning Policy Guidance Note 13 (Transport) places great importance on the need for new, or redeveloped, sites to
be accessible by means other than the private car. As part of this process, a Travel Plan
may also be required which can be provided by VTC Consultancy.
